This work discusses Law No. 13.575/2017, which established the ANM (National Mining Agency) and dissolved the DNPM (National Department of Mineral Production). The book addresses the context of the inauguration of the first regulatory agency for mining, a result of the Mineral Industry Revitalization Program in response to sectoral demand. The first chapter covers the functional competence of the ANM, presenting a regulatory framework that reveals the agency's broader scope compared to the DNPM. The second chapter discusses the organizational structure of the ANM and the principles of public administration to be observed in the actions of regulatory agents. The third chapter addresses the revenues of the ANM, the changes implemented by related laws, as well as the independence of regulatory agencies. The final chapter covers the general provisions of the law, the forms of composition of the agency's staff, among other topics.
Highlight: In addition to being part of a grand collection of volumes on Administrative Law, especially on Economic Regulation, this work stands out for being the first to provide a detailed commentary (article by article) on Federal Law No. 13.575/2017, which created the first regulatory agency in mining, a long-discussed and requested demand by the sector. The work distinguishes itself through in-depth research on the agency and the topics it is responsible for regulating, employing both qualitative and quantitative methodological analysis, based on real data provided by the ANM.
